Mr Boyd Dionysius Jouman

Mr Boyd has been involved in environmental planning and management since 1990, working on studies and projects within Malaysia and abroad, before joining IRDA in 2008. He obtained his degree in Town Planning in the UK, where he worked for over 20 years before returning to Sabah. A former Member of the Royal Town Planning Institute, Mr Boyd also studied Architecture when he was in the UK. 

Mr Boyd heads the Environment Division at IRDA. He is responsible for the development and implementation of the Low Carbon Society Blueprint (LCSBPIM2025) together with Universiti Teknologi Malaysia, Kyoto University, Okayama University and the National Institute for Environmental Studies, Japan. The LCSBPIM2025 is the first such document done in Malaysia, the template of which is now being used in the preparation of similar LCS plans for Dewan Bandaraya Kuala Lumpur (KL City Hall) and a number of countries in ASEAN. 

Other than overseeing the Division, Mr Boyd’s current work at Iskandar Malaysia includes the implementation of the LCSBPIM at level (via the LCS Action Plan for 5 Local Authorities), examining the possible use of CASBEE and other assessment tools for building efficiency, and the promotion of the Future City Initiative. 

Mr Boyd has written books, papers and articles on environment-related topics including public awareness and involvement, on Charrettes, Village Appraisals and Town Centre Economic Health-Checks as well as LCS. He is a regular speaker at national and international events.
